How long is my library card valid?

Library cards are valid for three years from the date of registration, except for all non-resident, reciprocal, and PLAC borrower accounts which are valid for one year.

How much does a library card cost?

For many customers, a library card is free, but under some circumstances a fee will be charged as required by state law.

You are eligible to obtain a free library card if:

  • You are a resident of or own property in Vigo County.
  • You are a non-resident of Vigo County, but:
    • You are a student enrolled in a school (preschool through college/university) located in Vigo County.
    • You are an employee of a school (preschool through high school) located in Vigo County.
    • You live in another Indiana county and have a valid library card with your local library that participates in the Indiana Statewide Reciprocal Borrowing Agreement. Contact your local library to see if you qualify.
  • You already own a Public Library Access Card (PLAC) purchased from another Indiana library

If you do not meet any of the qualifications above, you may purchase an individual non-resident card for an annual fee of $90.

What about the PLAC program?
  • The Public Library Access Card (PLAC) program allows any individual who holds a valid Indiana library card to purchase a special card which allows them to borrow materials from any public library in Indiana.
  • To purchase a PLAC, you must already have a valid Indiana public library card from your local library. The annual fee for the PLAC is $70.
  • If you have purchased a PLAC at your local library, you could present your PLAC and your local library card at VCPL to get a library card that will be valid for one year.
  • If you have a valid library card with VCPL, you can purchase a PLAC that you then can use to access materials at other Indiana libraries.
What are the required forms of verification?
  • Photo ID
  • A proof of address of residence such as photo ID with current address, utility bill, or pay stub.
  • If you are a non-resident of Vigo County, these additional forms of verification will be required:
    • Owners of property in Vigo County must also present a proof of ownership document such as property deed or current tax bill.
    • Students enrolled in a school (preschool through college/university) located in Vigo County must also present a current student ID.
    • Employees of a public or private school (preschool through high school) located in Vigo County must also present a current pay stub from the school at which you’re employed.
    • Reciprocal borrowers of the Indiana Statewide Reciprocal Borrowing Agreement must also present their current, valid local library card.
    • PLAC borrowers must also present their PLAC and current, valid local library card.
  • Unemancipated minors under the age of 18 must have a parent/guardian present in addition to the appropriate forms of verification as listed above.

How To Get A Card

  1. Visit the Main Branch Library, West Branch Library, or 12 Points Branch Library.
  2. Present the required forms of verification (See Library Card FAQs).
  3. Enjoy your library card perks!

You can also get a temporary library card that provides limited access to VCPL’s online resources by clicking the Get Your Temporary Card button below and filling out the Online Registration Application. Temporary cards will expire in 21 days unless registration has been completed at a library location.
